The Chairperson, Committee on Human Services and Social Development, Kaduna State House of Assembly Comfort Anwe has observed that rapists are still having a field day in spite of a stiff penalty prescribed for offenders.
The lawmaker, while speaking in Kaduna during a dialogue session with stakeholders on the challenges confronting education of girls in the state, said those responsible for implementing the law that recommended castration and death for culprits had not been discharging their duties.
She noted that because no example was set to serve as a deterrent, offenders felt it should be business as usual.
Comfort, who spoke in an emotion-laden voice, lamented that the efforts put in place to ensure the passage of the law, would remain in vain so long as those responsible for the implementation remained adamant.
She also applauded Governor Nasiru El-Rufai, who stood firmly in support of the law, adding that the state lawmakers and the governor had played their role.
Also speaking on the matter, another lawmaker of the State Assembly, and Chairman, House Committee on Education Suleiman Dabo, lamented that there were perfect laws to deal with societal menace, but implementation had always been lacking. He stressed that there was need for all stakeholders to view this development seriously and address same.
